Andy Franke

Andy Franke, Principal at Chamber Hill Strategies, is an experienced government relations specialist and former Congressional health policy aide.  As a veteran of the political and policy-making process, he regularly educates Senate and House officials to achieve legislative and regulatory wins for clients.  

Prior to joining Chamber Hill Strategies, Andy led federal government relations for Zimmer Biomet, a Fortune 500 orthopedic medical device manufacturer. There he advocated for Medicare payment parity and corporate tax reform and negotiated several important issues for the device industry in the 2022 Medical Device User Fee Agreements Act.  His work resulted in more than $100 million in savings for the company.  

Before joining Zimmer Biomet, he served two majority members of the House Ways and Means Subcommittee on Health, first as the health policy advisor to Rep. Lynn Jenkins (KS-02) and later as the legislative director for Rep. Erik Paulsen (MN-03). Andy developed valuable relationships with members and staff of the Committee to draft and pass 10 bills related to Medicare payment, health professional supervision, mental health access, opioid alternatives, dialysis accreditation, and the medical device excise tax.  

Andy holds a bachelor’s degree from the University of Kansas and a law degree from Mississippi College School of Law.
